Payback Time is more than a slogan—it is a promise to restore the relationship between City Hall and the people it serves. For too long, Torontonians have been asked to pay more while receiving less. Families have paid through higher property taxes, rising housing costs, longer commutes, unsafe streets, and slower government.

Small businesses have paid through red tape, permit delays and increasing costs. Young people have paid by watching home ownership drift further out of reach. Too many talented Canadians are leaving our city—and even our country—in search of opportunity. I want families like mine to believe they can build that future here again.

Payback Time means giving something back. Sometimes that means financial relief through lower property taxes, future Toronto Future Fund dividends, lower municipal fees and better value for every tax dollar. Sometimes it means giving back time by fighting gridlock, approving permits in days instead of months, reducing emergency wait times, and making City Hall work faster. Sometimes it means giving back opportunities through the Toronto Future fund, stronger small businesses, housing, innovation, and better jobs.

Sometimes it means giving back peace of mind through safer neighborhoods, cleaner streets, vibrant public spaces, and a city that people are proud to call home.

Every chapter of Toronto OS v1.0 asks one simple question:

How does this policy give something back to the people who built Toronto?

Because the government should not exist simply to collect more. It should exist to create more—more opportunity, more prosperity, more trust and more hope.

That is Payback Time.
